Bill to Reduce Incidents of Fire Outbreak In Nigeria Scales First Reading

The bill for an act to make provisions for the establishment of building fire safety measures, regulation and penalty for defaulters has passed the first reading in the House of Representatives. Sponsored by the Deputy Chairman, House Committee on Communications and member representing Ukanafun/Oruk Anam Federal Constituency, Rep. Unyime Idem, the bill was presented before the House on Tuesday. Rep. Idem said the bill is an act to amend the Fire Service Act, CAP F29 Laws of the Federation of Nigeria 2004 to further reduce the incessant cases of fire outbreaks in the country which has become worst due to non availability of fire safety/fighting equipment in both private and public buildings. The bill titled, Fire Safety Act (Amendment) Bill, 2021 partly reads “Section 2 of the Principal Act is amended by adding the word “management”. The new section 2 to read as follows: – “The Fire Service shall be employed for the management, extinguishment, control and prevention of fire, the saving and protection of life and property and for such other humanitarian and other works as may be required of them under the authority of the Minister.” “Section 5 of the Principal Act is amended by adding a new paragraph e to further establish the intention of paragraph d. The new section 5 (e) to read as follows: – give approval for building after thorough perusal of the submitted building plan and compliance with provision of necessary fire services prevention and management kits and supervision protocols.” According to Rep. Idem, when passed into Law, the bill will empower the Fire Service to inspect and approve buildings in the country in line with fire safety measures which is a standard and global practice to avoid or reduce the effect of fire incident.

Work is Set to Commence in Earnest at The Federal University of Technology, Ikot Abasi

The Minister of Education, Alhaji Adamu Adamu has restated the Federal Government’s readiness to commence work at the proposed site of the University of Technology , Ikot Abasi. The Minister gave the assurance when he led a delegation for an inspection of the proposed site of the University, located at Ikot Ukpoinua village, Ikot Abasi Local Government Area. Alhaji Adamu who was represented by the Permanent Secretary, Federal Ministry of Education Arch. S. T Echono, was accompanied to the project site by the former Minister and Pro Chancellor of Akwa Ibom State University, Senator Udoma Udo Udoma. Others include, Executive Secretary, National University Commission, Prof Abubakar Rasheed and the Director University Education. Mrs Rakiya Gambo. The Education Minister said all is now set for the commencement of work, as take-off funds to facilitate the project would be released in earnest. Adamu expressed appreciation for the support and cooperation of Akwa Ibom State Governor, Mr Udom Emmanuel, saying that President Buhari is impressed by the giant infrastructural strides taking place in Akwa Ibom State. The Minister commended the National University Council (NUC) for working assiduously in collaboration with the Akwa Ibom State Government and Education stakeholders to complete work on the academic brief as regards the number of programs to be run in the institution which would also be of immense benefit to the Community . In his address, the Governor of Akwa Ibom State, Mr Udom Emmanuel, lauded President Buhari for choosing Akwa Ibom State to establish a federal University of Technology. Governor Emmanuel while applauding the gesture of Mr President, assured that the mission and vision of the new University would be vigorously pursued. The State Chief Executive who spoke through the State Commissioner for Education, Mrs Idongesit Etiebet, thanked the National University Council (NUC) for putting quality assurance mechanism to ensure standard in the Nation’s tertiary institution, and called on the Federal Government and the investment community to take advantage of the existing peace in the State made possible by the ONLY GOD to invest in the State. The Governor thanked the host Community for providing the site for the University and urged the youths to grab this God given opportunity, by desisting from destroying equipment, as it will create job opportunities and bring investors to Ikot Abasi. Speaking earlier, the Chairman of Ikot Abasi, Hon. Joshua Affia in his welcome address, thanked Governor Udom Emmanuel for his leadership qualities and achievements in the State that has qualified Ikot Abasi to accommodate the Federal University. He further appreciated President Buhari for choosing Akwa Ibom State to site the University and promised support and cooperation to ensure the project is a success. Goodwill messages were presented by the political leader of Ikot Abasi, Obong O. D Etukafia, the Member representing Ikot Abasi/ Eastern Obolo Constituency, Hon Uduak Ududo. Also present at the event were, Commissioner of Rural Development, Mrs Enobong Mbobo, Vice Chancellor, Akwa Ibom State University, Prof Nse Essien. Special Assistants to the Governor on Education Monitoring, Akparawa Udeme Udofia and Dr Mrs Serah Esitikot. Others include, the Permanent Secretary, Ministry of Education, Lady Rose Bassey and Directors of the Ministry of Education. The Paramount Ruler of Ikot Abasi, Edidem Utukubom and members of Ikot Abasi village council were also present.

Fuel Scarcity Looms in Akwa Ibom, Cross River and Environs

The Independent Petroleum Marketers Association of Nigeria, IPMAN, Calabar Depot, yesterday, vowed to shut down its depots and over 400 petrol stations owned by its members over incessant police harassment. IPMAN Calabar Depot is made up of over 500 members from Makurdi, Cross River and Akwa Ibom states and they are members of the eastern zone of the association. The Eastern Zone of IPMAN has been at daggers drawn with officers of the Nigeria Police Force over alleged attempts by the police to foist a factional leadership for IPMAN across Enugu, Aba, Rivers, and Cross River. Robert Obi,the Calabar Depot chairman of IPMAN while addressing journalists said it had become a habit for the police to harass the leadership. Obi said: “We want to draw the attention of the general public to the continued harassment of our leadership and some members of IPMAN in the name of enforcing a directive by a top Deputy Inspector-General of Police. “Besides, we would go further to shut down the over 20 depots in our branch and close down over 400 petrol stations to protest the attack on our office and harassment of our members. We have over suffered in the hands of the police. “The police have no business in how we run our affairs; neither do they have the right to determine who our members are. “They have attempted to take over our secretariat in Port Harcourt, our members resisted them there. Now they have come down to Calabar to chase our members out of our secretariat and we shall continue to resist such illegal moves. “Our last option is to embark on an indefinite strike in the days ahead. It is the economy and the public that would suffer the consequences of the strike as other branches would not hesitate to join us in the fight to liberate IPMAN in the zone. So, we call on the federal government and police authorities to call their men to order. Public Relations Officer the Cross River State Police Command, DSP Irene Ugbo, who was contacted by our Correspondent said the Command was not aware of the matter but promised to launch an investigation into the matter immediately to forestall any breach of Peace.
