Akwa Ibom Delibrates on 2024 Supplementary Budget

The Akwa Ibom State House of Assembly has deliberated on a Supplementary Appropriation Bill totaling 73.4 billion naira for the 2024 fiscal year.

The bill presented to the House followed a correspondence from the Executive Governor of Akwa Ibom State, Pastor (Dr.) UMO ENO, was read by the Clerk of the House.

The Deputy Leader of the House, Rt. Hon. OTOBONG BOB who sponsored the bill, outlined the components of the bill.

Right Honourable BOB also emphasized that the supplementary budget would accommodate the newly established Ministry of Humanitarian Affairs and other parastatals.

After the presentation, the Speaker of the House, Right Honourable UDEME OTONG, commended the provisions of the bill and referred it to the House Committee on Finance and Appropriation for further review and recommendations.

The House subsequently adjourned to Tuesday, November 26, 2024, when the Governor is expected to present the 2025 Appropriation Bill.

EFCC Wants Nigerian Youths to Replace Cyber-Crimes with Cyber Values

The Executive Chairman of the Economic and Financial Crimes Commission, EFCC, Mr. Ola Olukoyede, has charged youths across the country to shun cybercrimes by replacing them with values obtainable on the internet .

He gave this charge in Abuja on Tuesday, 19 November, 2024 at the Federal Capital Territory, FCT’s Next Generation Engagement forum. According to him, value creation through the internet is a potent alternative to cybercrimes which youths can explore. “I want to see a generation that will lead a new fight against corruption through value creation. If we have youths heating up the polity by their criminality, we should also have youths challenging them by their integrity. Let us eliminate cybercrimes through cyber values”, he said.

The EFCC boss, who was represented by the Head, Enlightenment and Reorientation Unit of the Commission, Assistant Commander of the EFCC, ACE 11 Aisha Muhammed, also stressed that youth are losing their sense of values and dignity to internet fraud. “Nigeria has lost considerable financial and reputational wealth to cybercrimes. In 2022 alone, Nigeria lost about $500m to the crime. The reputation issues we are having across the world are hideous. Besides, our youths are losing sense of values and dignity to internet fraud. No world outlook that is focused on criminality can stand the test of time. Youths should redirect their focus to wealth creation through optimal use of their talents, acquired skills, useful emulation of strides of other youths around the world and development of novel innovations that can turn the world around,” he said.

Olukoyede called on Nigerian students to have a “Can-Do-It Philosophy,” adding that having a positive belief in themselves will help them make a difference in their endeavours. “I charge you all to have a “can-do-it philosophy”. Believe that you can make a difference in a positive sense. Follow models that have impacted the world positively. Cultivate friendship with peers that have good vision. Use the internet to develop your good dreams. Don’t be attracted to easy wealth and always follow the instructions of the EFCC. Continuing, Olukoyede disclosed that, “at the EFCC, we have opportunities for value-driven youths through Integrity Clubs in Primary, Secondary Schools and Zero Tolerance Clubs in Tertiary Institutions. These platforms are value-building opportunities for youth. I urge all of you to join any of these clubs,” he said. He also  urged them to take the ‘Next Generation Project’ as a personal project, calling on them to embrace it.

Senior Special Assistant to the President on Citizenship and Leadership, Rinsola Abiola, in her remark on the theme of the event, said the aim of the project was to offer mentorship and leadership development opportunities to young people in the next generation. “As we all know, our young people are the future generation of this country, and we must work hard to nurture their potential and offer them guidance. We must support them with the resources that they need to develop into model citizens, who positively impact their communities and grow academically and professionally with the right value system and personality traits,” he said.

Also commenting, representative of the Director General, National Orientation Agency, NOA, FCT Directorate, Mrs. Agbanusi Ijeoma said Nigerian youths should be given front seats in the polity, explaining that the exigency of the time demands such because they are the leaders of tomorrow. “Youths, as the leaders of tomorrow, should always be given the driver’s seats in leadership roles towards the attainment of national goals and  make them understand that they are the agents of the desired change and transformation that Nigerians have been yearning for “I strongly believe that at the end of this programme, a positive impact would have been made, and the aim of our gathering today achieved”, she said.

Mushin Local Government Takes Over Ladipo Market Over Election Crisis

The crisis at the Aguiyi Ironsi International market at Ladipo Market took another dimension over attempts by their Chairman, Chief Chukwuma Onyebinanma, to conduct election in total disregard to Court order not hold election in the market by the Lagos State High Court.

Inspiration FM reports that crisis erupted in the market and the Mushin Local Government, which is the owner of the market, took over and temporarily shut the market in order to restore peace. The Chairman, Chief Onyebinanma, vice chairman, Cajetan Anigbo, the electoral committee chairman, Fatai Adefat and security chairman have been arrested and flown to Abuja over violent attacks in the market.

Trouble started after Chief Onyebinanma’s purported plans to rig the market election by appointing cronies as electoral committee members to conduct election on 16th November, 2024, failed following the extension of the Court order not to hold election by the Lagos State High Court.

The Presiding Judge, Justice A.M. Lawal, who had earlier given order on 8th October, 2024, further ordered Chief Onyebinanma not to conduct election in the market and gave 21 days extension of the interlocutory injunction, which was served on Chukwuma Onyebinanma on the ex-part motion with the suit number ID/8580GCM/2024.

However, this angered Chief Onyebinanma as he dared the judge and insisted that he must conduct the election despite the Court order and directed his electoral committee to go on with the election.

The information got to the Commissioner of Police, who summoned Onyebinanma but he snubbed the CP and continued with his plans to conduct the election despite warning by the Commissioner of Police for him to comply with the order of the Court.

According to the traders, Chief Chukwuma Onyebinanma arranged with some unknown security men and secretly went to the market at night with the electoral committee chairman and market security to conduct the election having set up canopies and chairs including ballot papers.

The Police officers mobilized to the market were intimidated and over powered before the Commissioner of Police reinforced. He sent the Task Force to stop the election and arrested the key suspects behind the plan to conduct the election.

The situation led to violent clashes within the market and the Mushin Local Government authority moved into the market, shut it and mobilized the Police to protect the market while all the thugs and security guards engaged by Onyebinanma fled and are now on the run.

When our correspondent visited the market, everywhere was calm and the Police were seen at the entrance to the market to check any break down of law and order.

Chief Chukwuma Onyebinanma is now facing jail term for Contempt of Court for appointing electoral committee members, campaigning for the election and conducting election in the market against the Court Order.

Already Forms 48 and 49 have been filed before the Court for his committal to prison for contempt before he went on with the failed election. He was said to be facing another charge on violent attacks on the traders perceived as opponents at the Force Headquarters, Abuja.

Governor Umo Eno Injects N50bn to Infrastructure, Tasks Contractors on the Dry Season

Governor Umo Eno has announced plans to inject 50 billion naira into ongoing public infrastructure projects in Akwa Ibom State between now and December 2024 to expedite their completion.
However, as a condition, contractors must undertake not to embark on Christmas vacation this year, instead taking advantage of the dry season to complete their assignments.
The Governor made this declaration during the groundbreaking ceremony for the Aviation Village at Victor Attah International Airport (VAIA), Uyo, on Monday.
The Aviation Village, to be completed in two phases, will include housing estates for aviation workers in the first phase, while a primary school, shopping mall, and recreational facilities will be developed in the second phase.
Governor Eno said, “We are releasing 50 billion naira into the hands of contractors to ensure they don’t go on Christmas vacation. We will only pay contractors who sign undertakings to stay back and complete their projects.”
He promised to set up a project monitoring team to ensure contractors comply with his directives, emphasizing that with the State’s challenging weather most of the year, it was critical to maximize the dry season.
We are injecting over 220 billion naira into road projects in next year’s budget, making Akwa Ibom a construction hub for major projects. By 2025, we aim to consolidate these efforts,” the Governor said.
Commending RAS Premium Construction Limited for its swift mobilization and site preparation, the Governor remarked, “This site was once a bush, but you have transformed it. Your dedication is evident, and I encourage you to remain on-site because you won the bid and have met our conditions.”
He also emphasized his administration’s commitment to enhancing aviation infrastructure to ensure Akwa Ibom retains its leadership in the sector.
We are reaffirming our commitment to making Akwa Ibom the aviation hub of Nigeria,” he said.
He further stressed the importance of Ibom Air’s success as Nigeria’s preferred carrier, noting its role in positioning Akwa Ibom as a top destination. “Today, by God’s grace, Ibom Air boasts a fleet of nine aircraft,” he added.
Dr. Iniobong Essien, Chairman of Ibom Airport Development Company, commended the Governor’s aviation-friendly policies, describing the Aviation Village project as innovative and transformative for the sector.
Surveyor Iniobong Ekpeyong, Chairman of Uruan Local Government Area, expressed excitement about the project, emphasizing its potential to create jobs and provide shelter for the people of Nsit Ntai, Uruan, and Okobo. He assured the Governor of the host communities’ collaboration to ensure timely project completion.
The Governor also reiterated his administration’s dedication to workers’ welfare, announcing plans for a 13th-month salary and an 80,000-naira minimum wage once the ongoing workforce audit is concluded.
He explained that it was illogical to continue paying workers who had left for greener pastures abroad, hence the need for an immediate workforce authentication exercise.
Once the verification exercise is completed, we will pay the 80,000 naira minimum wage we promised,” he said.
Regarding the recent dismissal of the Managing Director of Ibom Power Company, Engr. Meyen Etukudo, the Governor said:
“I’m setting up a probe panel to investigate the power company’s activities to determine why it is running at a loss and owing the gas supplier. Any government investment that fails to yield profit will result in the MD’s removal. I don’t care about blackmail. We are determined—it’s time we started reaping from our investments.”
He added, “We cannot keep investing the people’s money in projects that yield no results. That’s not how I was raised,” Pastor Eno said.
Otuekong Raphael Bassey, Commissioner for Housing, lauded the Governor’s dedication to infrastructure development, describing him as a man of peace and progress. “The Governor is propelling the Ministry of Housing to deliver transformative projects that improve the lives of our people,” he said.
The Governor’s efforts also drew praise from Comrade Ukeme Etuk of the National Union of Air Transport Workers, who highlighted his commitment to workers’ welfare, including the timely payment of terminal benefits and last year’s 13th-month salary. “He keeps his promises. This year, he’ll do it again. Workers will continue to stand by him,” he said.
Captain Mfon Udom, Managing Director of Ibom Air, praised the Governor’s vision for the aviation sector and his dedication to supporting Ibom Air’s expansion plans.
Chief Ganem Ras of RAS Premium Construction Services pledged to exceed expectations in delivering the Aviation Village project, aligning it with the Arise Agenda blueprint.
